The Winchester Early Care and Education Council (WECEC) is a group that embodies this value as it works towards enhancing the quality of life for children and their families: from cradle, to classroom, to community.

The WECEC, was initiated in 2002, with funds from the W. C. Graustein Memorial Fund as part of a statewide initiative inclusive of 49 communities. The WECEC is a community collaboration working to build strong connections between early childhood and elementary education.
